AI Chatbots Deliver ‘Misleading and Partial’ Election Guidance, Claims Dutch Watchdog

AI chatbots are proving to be “inaccurate and evidently prejudiced” when offering voting advice, the Dutch data protection authority (AP) has reported, raising alarms about a possible risk to democracy just eight days before national elections.

Study Shows Repeated Partiality in Chatbot Recommendations

The four chatbots tested by the AP “often end up with the same two parties”, irrespective of the user’s question or command, the regulator explained in a analysis published ahead of the late October vote.

For over 50% of instances, the AI recommended either the right-wing PVV of Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the moderate CDA, “are rarely ever cited”, even when the user’s input precisely aligns with the positions of these parties, the study pointed out.

Official Warns Against Relying on AI Assistants for Election Advice

The deputy head of the AP, Monique Verdier, stated that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that did not necessarily align with their political views, she emphasized.

“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against employing AI assistants for voting advice, as their functioning is opaque and difficult to verify.”

Voting Background and Party Dynamics

Netherlands citizens vote on October 29 in an election that will be keenly observed across the continent for the showing of the Freedom party.

The far-right party of Wilders is ahead in surveys but the lead over the GroenLinks-PvdA and CDA appears to be narrowing, with many voters still undecided.

All major parties have rejected a coalition with the PVV, meaning the party that comes second is highly probable to provide the next prime minister.

Inadvertent Prejudice Attributed to AI Operation

The authority emphasised that the bots were not deliberately biased, and that their “noted flaws” are a consequence of the way AI chatbots operate.
